REC Change R0155: How the New CoO/CoT Rules Impact You

On the 27th of June 2025, REC Change R0155 Change of Occupier: Evidentiary Standards and Timescales was implemented. The change which was approved by Ofgem in February 2025, introduces industry-wide standards and timescales for the Non-Domestic Change of Occupier (CoO)/Tenancy (CoT) process.

As a result, all energy suppliers now have 10 working days to review any CoO/CoT requests (along with the accompanying documentation) and communicate the outcome of the request to the customer.

There are three potential outcomes to a CoO/CoT request:

  • Accept
  • Reject*
  • Request Additional Information (RFI)*

*Clear reasons must be provided by the supplier when rejecting a request or requesting information to enable the customer to make another request or get the information requested.

A non-exhaustive list of evidence which may be used to help validate a CoO/CoT request can be found in REC Schedule 33 and is also set out below.

What does it mean for Crown Gas & Power?

  • Crown Gas and Power maintains a dedicated mailbox for handling COT requests and issues, allowing for clear monitoring against the new 10-day SLA. (COT@crowngasandpower.co.uk)
  • Standardised moving in/moving out forms can be found in our Online Documents area, outlining the minimum information required to process a COT.
  • Provision of additional evidence, in accordance with the standard, is encouraged from the outset to avoid unnecessary delay.
  • A supplier can be notified of a COT directly or by the gaining supplier where a Switch is taking place.

What role do Brokers play?

Brokers should encourage customers to notify both their current and preferred Energy Supplier of a Change of Tenancy as early as possible to avoid delays or billing complications. As well as communicating the importance of providing accurate evidence to support their request.

Further information is available via the REC Portal: www.recportal.co.uk (log in required).
